なぜ？
iOSのドックと背景は壁紙の明るさ、色、サイズによって暗くなったり明るくなったりします。背景もドックも明るくなる比較的明るい壁紙でドック周辺が白だと、ドックは白より明るくなれず背景と見分けがつきません。
そして上の方はiOS 10.2/10.3のステータスバーの文字と同じ色になるようにしました。アイコンのラベルは黒文字で背景が暗いと白縁がつくのですが、ステータスバーには縁がつかないので見えません。

When the background around Dock is white with a relatively bright wallpaper that makes the background and Dock bright, the Dock can not be brighter than white and cannot be distinguished from the background. And the upper part was made to be the same color as the character of the status bar of iOS 10.2/10.3. Icon labels are in black letters and dark background makes white edges, but the status bar is not visible because it has no edge.
